John: Great question!
Here are two methods. The first method is easy; however, you can only enter the total funding, not a phased funding profile.
Easy method (Total funding only)
In Administrator, open the Earned Value table. Enter your total funding in any one of the blank number fields, (Number1 or Number2, etc.) You’ll need to enter the funding at some level (an element), so I suggest that you enter the data against the MR element. This will total down to Level 1. You can enter the total amount for each reporting period. Your total funding (as it changes over time) can then be plotted on any chart by inserting the field. See an example in the Guide to Mastering wInsight, Section 5, page 11.
Easy method (phased funding alternative)
You could follow the same approach and enter data in the Number1 field that corresponds to the cumulative amount of funding available as of the reporting period. For example, $100M was available through Jul 06, $120M was available through Aug 06, etc. You will be able to plot this line, but only through the current reporting period. It will not plot any future funding.
Harder method (Phased funding)
In Administrator, set up the CFSR elements by opening the CFSR Elements table. If this is not already populated, insert a new row. Enter the funding source and appropriation. Select that row, and then insert a new row (will be inserted as the child, at Level 3). Enter the FY for the level 3. Open the CFSR Block 12, 13, 14 table. Select the Level 3 child from the floating box. Enter your phased funding against the Budget row, paying attention to the periods. Open your Guide to Mastering wInsight, and look at Section 5, pages 12-13. I show how to redefine the level 1 Funding chart to show this phased funding line. Drawback: you can only enter future phased funding by month for the next 14 months (Period 1 through 14), plus To Complete.
I would like to see an easier option developed in Administrator, along with the ability to enter phased funding data by month to complete.
