EVMS Guideline 1 Design Considerations - Defining Authorized Work
ANSI Standard 748 Guideline 1 requires defining of authorized program work elements. This defining process typically involves use of a Work Breakdown Structure (WBS) that is logically developed to enhance organizational management and control of all authorized, product-oriented work scope. The WBS is used as a framework for performance measurement and project management and is a single-source reference for communication, statusing and reporting.
In developing its Guideline 1 system description document, the organization should author procedures ensuring:
- Accuracy and 100% applicability of a contract SOW to contract Work Scope
- Only one CWBS is used for a project
- All SOW project work is included in a CWBS
- A CWBS containing:
- Project line items and end items
- All elements specified for external reporting
- Elements to be subcontracted, with identification of subcontractors
- Control account levels (minimum)
- All revisions for authorized changes and modifications
- Capability of CWBS to evolve to fit changes in project requirements
- Reconciliation of the WBS with the SOW (typically by means of a WBS Dictionary)
- If used, WBS Dictionary accuracy
