EVMS Guideline 2 Design Considerations - Organizational Responsibility
ANSI Standard 748 Guideline 2 requires identification of the project organizational structure through use of an organizational breakdown structure (OBS). Within an Earned Value Management System (EVMS), the OBS is a clearly-defined objective determination of organizational hierarchy and resource assignment. An OBS affords an assigning of organizational responsibility for accomplishment of project work scope. The OBS assists the organization by focusing upon the capability and availability of necessary managerial and technical project staff and subcontractors. Through use of an OBS, clear lines of work scope authorization and responsibility are defined.
In developing its Guideline 2 system description document, the organization should author procedures ensuring:
- All authorized tasks are assigned to identified organizational elements
- Subcontracted work is defined and identified to the proper WBS element
- Development of a RAM – assignment of lowest level organizational responsibility to lowest reporting level WBS elements
- Assignment of Control Account Managers (CAMs)
