EVMS Guideline 12 Design Considerations - Level of Effort
ANSI Standard 748 Guideline 12 stipulates conditions for the management level-of-effort (LOE) activity. LOE tasks, such as management activities, must have time-phased budgets. LOE tasks have no form of objective performance measurement. Accomplishment is measured simply by the passage of time. Organizations must limit the conditions in which LOE tasks may be used in a project.
In developing its Guideline 12 system description document, the organization should author procedures ensuring:
- Stipulation of the acceptable application and limitation of the level-of-effort performance technique
- Separately identifying level of effort work packages from discrete work packages within a control account
- Preventing end-of-BCWS false variances among level of effort tasks
- Subcontract level-of-effort activities are adequately substantiated, planned and time-phase budgeted
