EVMS Guideline 29 Design Considerations - Reconcile Current & Prior Budgets

ANSI Standard 748 Guideline 29 requires the organization to reconcile current budgets to prior budgets as they relate to changes of authorized work and internal replanning. This reconciliation is necessary in order to maintain Performance Measurement Baseline (PMB) data integrity. Budgets are revised when work scope is added to a contract or when Management Reserve (MR) is used to resolve added work problems within existing work scope . Revisions must be traceable either from revisions to contract target cost to the affected control accounts or from MR to the affected control accounts. MR cannot be applied to completed work packages or to work packages in progress. Proper maintenance of budget logs is critical to budget reconciliation.

In developing its Guideline 29 system description document, the organization should author procedures ensuring:

  1. Current budgets resulting from changes to the authorized work and/or internal re-planning are reconcilable to original budgets for specified reporting items

  2. Management of changes:
    • For definitized changes

    • For authorized work that has not yet been negotiated

    • For changes with Not-to-Exceed amounts


  3. Maintaining of records of all changes for reconciliation to original budgets assigned during the baselining process
