EVMS Guideline 32 Design Considerations - Document Changes to the PMB

ANSI Standard 748 Guideline 32 requires the organization to document changes to the Performance Measurement Baseline (PMB). The PMB should always be the current plan for completion of program objectives. When authorized changes occur, they must be recorded as soon as possible into the system in order maintain the synthesis of budget, work scope and schedule. This ensures that Control Account Managers (CAMs) are performing only authorized work that can accurately be measured with earned value.

In developing its Guideline 32 system description document, the organization should author procedures ensuring:

  1. Changes to the performance measurement baseline are properly documented and reflected in the Cost Performance Report

  2. Restricting changes to budgets for open work packages

  3. Prohibiting retroactive changes to budgets for completed work

  4. Controlling re-planning of unopened work packages
